Zelensky Declares He Lacks Explicit Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him concrete pledges that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Russia has also made slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
